Scotland, as part of the United Kingdom and along with all other EU member states has an obligation under the Energy Performance Buildings Directive to promote improvement in the energy performance of new and existing buildings.
When does an EPC have to be produced?
An EPC has to be produced for all dwellings which are sold or rented (to a new tenant) from 4th January 2009. When a dwelling is being sold or let, the building owner must make a copy of the valid EPC for the dwelling available, free of charge, to a prospective buyer of tenant.
In an instance where a full block of flats is rented out, a separate EPC will be required for each dwelling. It is not possible to produce on EPC for an entire block of flats.
It is the legal responsibility of the owner to affix the certificate to the dwelling. A suitable place would be near the gas or electrical meters.
An EPC is valid for 10 years. If major works were carried out to a building during the 10 year period, the owner may wish to update the EPC, however this is not mandatory.
What is an EPC
An EPC is a document which states the energy efficiency of a building based on the standardised way that a building is used. the main focus of the certificate is the amount of CO2 which is estimated to be released from the building against the emissions that would result if recommended cost effective improvements were to be carried out. It also allows prospective owners and tenants to compare the performance of one dwelling to another.
The EPC will:
- Dispplay an indication of currenet Carbon Dioxide emissions
- Provide an indication of potential emissions on an annual basis and also the potential energy use of the building
- list cost effective improvements
The certicicate must be fixed to the dwelling and will be valud for a period of 10 years.

The Property Questionnaire contains information for home buyers, solicitors and surveyors.
It would include, for example: a home's council tax band, parking facilities, factoring arrangements, any local authority notices that affect it and alterations that have been made to the home.
This information will be useful for buyers before they decide whether to submit an offer to purchase a home. The Property Questionnaire will also reduce the risk of delay and difficulties in conveyancing.
